Having emailed the mayor for several years about this issue, the only surprise I had seeing the "Titusville / Bankruptcy" headline was that it was actually admitted.

 

While I'm sure the mayor is being truthful that he won't push for a "strategic" bankruptcy, actual bankruptcy may be the only option.  Here is some of the rest of the story based on reports I've seen:
